Notification for Energy conservation Programme


ENERGY CONSERVATION ACT –2001

Achievements in the EC area uphold the agency’s status; it has been nominated as the Designated Agency to function as the nodal focal point to implement the Bureau of Energy Efficiency programmes in the state. CREDA will implement the Energy conservation Act - 2001.

 The basic objectives of the Act are:

» Provide a policy framework and direction to the national energy conservation activities.

» Coordinate policies and programmes on efficient use of energy with the stakeholders.

» Establish systems and procedures to verify measure and monitor EE improvements

» Leverage multilateral, bilateral and private sector support to implement the EC Act.

»  Demonstrate EE delivery systems through public-private partnerships.

PROGRESS REPORT OF IMPLEMENTATION OF VARIOUS ACTIVITIES UNDER ENERGY CONSERVATION PROGRAMME BY CREDA IN THE STATE OF CHHATTISGARH (2008 – 2009).

CREDA has:-

01. Established Energy Conservation fund to initiate Energy Conservation activities in Chhattisgarh with a budget provision of Rs. 2.3 crores under Energy Conservation programme in Chhattisgarh.
02. Prepared the list of designated consumers, Energy Auditors, Managers, List of vendors of household appliances and uploaded the name on CREDA’s website.
03. Completed Energy Audit on 20 government buildings under investment grade scheme of B.E.E.
04. Also completed energy audit of eight municipal water works, five industries, two rice mills through state energy conservation fund.
05. Successfully implemented energy conservation awareness and publicity, campaigning through Posters, Pamphlets, Brochures, Booklets, T.V., Radio, print media etc., and also organized energy conservation week in all over Chhattisgarh.
06. Established seven Energy Conservation clubs in Engineering Colleges.
07. Prohibited the use of Electric Geysers and made the installation of Solar Water Heating Systems (SWHS) mandatory in government sector.
08. Chhattisgarh Housing Board is in process to install SWHS in 3000 HIG s.
09. Under DSM demo project the Airport road of 9.5 Kms has been illuminated by replacing 300 W sodium vapour lights with solar powered T-5 lamps.
10. Replaced all sodium vapour lamps in street lights from Shashtri Chowk Raipur, to Tatibandh Chowk Raipur with 4 x 25 W T-5 luminaries.
11. Announced Energy efficiency in agricultural pumps with the approval of cabinet of ministers.
12. Notification has been issued for appointment of inspecting officers and their powers and functions as per the Energy Conservation Act.
13. Installed APFC(Automatic Power Factor Correction)panels in medical college hospital Raipur & CIMS, Bilaspur, having capacity 825 KVAR with an investment of approximately Rs.19.00 lacs and envisaged saving of approximately Rs. 24.00 lacs per year in their electrical bills.
14. Avoided the capacity addition of approx. 792 MW by implementing Energy Conservation and Renewable Energy activities appended in table below:-

FUTURE COURSE OF ACTION ENERGY CONSERVATION ACTIVITIES IN CHHATTISGARH STATE

•  Improving the power factor of utilities in Govt. sectors by installation of Automatic Power Factor Corrector.

•  Establishment of “Centre of Excellence Cum Training Centre” in Raipur Chhattisgarh to facilitate training, awareness, R & D etc for Chhattisgarh and adjoining states.

•  Developing several mobile energy conservation clinics in the state.

•  Setting energy saving target of 10% in the state in all sectors.

•  Implementation of Energy Conservation measures in Railways, Govt. buildings, water works, street lights, SECL, mining sector etc through ESCO route or by CREDA.

•  Publicity and awareness through posters, pamphlets booklets brochures, T.V. Radio, Print media, Energy Conservation week celebration etc.

•  Establishing Energy Conservation clubs in Engineering Colleges of Chhattisgarh.

•  Implementing Energy Audit subsidy scheme.

•  Promoting water heat recovery boilers by providing financial assistance for preparation of DPR s.

•  Replacing all street lights luminaries (HPSV, Metal) by T-5 LED & Induction lamps luminaries.

•  Installation of solar photovoltaic roof top power plants, solar water heating systems, solar air conditioning, solar steam cooking systems in selected establishment in Chhattisgarh.

•  Installation of bio-mass power plants, gasifiers, bio-gas plants in Chhattisgarh.

•  Cluster mapping of industrial sectors like cement, ferro alloys, thermal power plants, rice mills, mining etc.

•  Implementation of “high impact demo projects” in Energy Education Park , Raipur , C.G.

•  Implementation of 19 point deliverables of BEE.

•  Implementation of energy efficiency in agricultural pumps sector.

•  Promoting installation of CFLs in tribal hostels.

•  Pursuing CDM projects in energy efficiency and renewable energy.

PROGRESS SO FAR

Ø Energy audit studies completed in 09 buildings and savings potential between 20-45% in identified in these buildings.

Ø Energy conservation measures in 04 buildings have already been implemented by the facility/utility deptt.

Ø To begin with, the energy conservation measures recommendations in audits are being implemented in Mantralaya Bhawan, Dr. Ambedkar Hospital, Raipur through ESCO.

Ø The contract for Mantralaya is in process to award. The investment in this project is about Rs. 10.31 lakhs and pay back period is about ten months.

Ø Request for Proposal (R.F.P.) prepared for Dr. Ambedkar Hospital tenders are being invited by hospital authority.

Ø Other buildings are expected to execute EEM through ESCO mode soon.

Ø Model documents like Request for Proposal (RFP), performance contract, bid evaluation and payment security mechanism have been prepared for facilitation of project implementation through ESCO mode.

INVESTMENT GRADE ENERGY AUDIT (IGEA) OF THE GOVT. BUILDINGS

CREDA has conducted the Investment Grade Energy Audit scheme of BEE in 20 government buildings in Chhattisgarh. Results of the Investment Grade Energy Audit are presented in table below:
